Strategize with the government and other donors to ensure that vital intervention components are in place. As noted in the evaluation, MCC’s investments did not reach their intended targeted population or full potential in part because MCC did not make complementary investments in WASH infrastructure (i.e., in Nampula, MCC invested in treatment and distribution, but supply continues to bottleneck the full potential of the system; in Nacala, MCC planned to invest in supply, treatment, and distribution, but the latter two components were not completed by end of the compact). While MCC may not be in a position to solely fund every type of infrastructure or soft intervention, MCC should seek to coordinate with the government and donor community to ensure vital components are funded to allow results to manifest.
