Simplify large implementation contracts where possible and emphasize quality rather than quantity of deliverables. The main Water Sector Reform Project contract for supporting the Guma Valley Water Company was very complex. Based on the evaluation there were complaints that it was too focused on deliverables, rather than maximizing the technical assistance provided. Fortunately, the contract had built in flexibility to modify certain deliverables and reduce the overall number of deliverables. However, this amendment process took a lot of time. A simpler contract may have allowed the technical assistance to program to move more quickly, and the utility to see benefits earlier on in implementation.
