A clear strategy to address risks to sustainability of land governance reform beyond the life of the compact should be integrated into project design, and the strategy’s implementation must be closely monitored, analyzed and adjusted or reinforced as needed during implementation. A key finding from the evaluation was that while commune land officials implemented land policies and procedures including formalization of land rights, participatory land allocation, and land use planning during the compact, they haven’t been able to fully implement these activities since the compact ended due to lack of funds. While efforts were made during the final years of the compact to develop and implement a sustainability plan, the outcome suggests that program design must better account for financial sustainability risks, and sustainability strategies should be even more integral to overall project design from the beginning.
