Agriculture sector involvement during early analysis, project design, ERR calculation, M&E framework design, and implementation is critical to understanding how agriculture-related outcomes will materialize. The IWRM Project included anticipated outcomes related to agricultural productivity, although the actual investment was infrastructure. Given the setup of MCC at the time and anticipated potential involvement of other donors in the agriculture space, there was limited participation of MCC agriculture sector experts during compact development and implementation. In future compacts with agriculture-related benefit streams, MCC’s country team structure should include engagement of sector experts during compact development and implementation.
