Need to ensure that road maintenance is built into the Compact through capacity building and reform of existing policies/procedures. Upon closeout, and due to loss of MCC leverage, some of the agreed upon measures (including road maintenance agreements) are either discarded or no longer enforced, or just partially funded.
MCC now works with partners countries on including capacity building and Problem Driven Iterative Adaptation in policy reform interventions for more sustainability.
