Buy-in and flexibility at all levels was critical for implementation and sustainability. Engagement of the Ministry of Education from the beginning of the Compact was essential for getting buy-in from teachers and school leaders and for transferring the program responsibilities to Ministry at program closure. In addition, the Ministry, the Millennium Challenge Account (Fondo de Milenio II), and MCC were able to coordinate to implement an intense training despite the abbreviated implementation timeline.
