Effective communication, qualified key staff, and a shared vision among stakeholders were key to the success of implementation. Despite an almost 18-month delay, the implementation of the program benefited from effective communication among Ministry of Education staff, implementers, and the Millennium Challenge Account (Fondo de Milenio II). Having qualified staff with technical skills to conduct the activities and coordinate actions with other stakeholders was key to the successful implementation of the program components. MCC has standard position descriptions for key staff which help facilitate the hiring of qualified individuals.
