If data-quality issues are diagnosed early, improving data systems can be part of program implementation. The program logic and economic rate of return were based on administrative data that was problematic. For example, in some instances, the drop-out rate included both students who dropped out of school and those who had transferred. Providing the Ministry of Education with an improved information-management system was part of the program. MCC’s new Monitoring and Evaluation Policy requires a data-quality review during program development to diagnose this type of issue early.
