In addition to cataloging risks, MCC should delve deeper into significant risks, such as whether a project site is publicly or privately owned and how the land is being used, and should include the timeline and plan for resolving these risks as early as possible. This plan could also inform project phasing. For example, implementers were able to construct schools on government-owned sites while simultaneously resolving land-ownership and land-resettlement issues on sites programmed for construction in later years.
