MCC should be proactive in finding new technologies and less expensive ways to collect data. Due to the global COVID-19 pandemic, all international travel stopped just before planned data collection activities. As a result, the team adjusted the data collection plan to ensure data collection could move forward. Training for local data collectors was conducted over video by the evaluator. Road roughness measurements were done by local staff using commercially available smartphone applications, which were tested and calibrated. Dashcam footage provided insights into the types of vehicles using the road, evidence of the traffic density along the route, and travel times.
