Lesson Learned
MCC should keep better documentation of project design and implementation. The evaluation was limited by a lack of documentation on the project. This included incomplete documentation of due diligence studies that were completed by MCC before implementation, no documentation on why certain decisions were made during implementation, and limited documentation of final project designs, such as the as-built drawings.
