MCC should question key assumptions that drive the benefits in the economic analysis. The original economic analysis for the Connectivity Project assumed that there would be a large amount of diverted traffic from other routes, including the Pan-American Highway, to the Northern Transnational Highway once the Northern Transnational Highway was improved. This assumption accounted for almost half of the expected increase in traffic and according to the evaluation was probably not realized.
