MCC should consult other experts when targeted results cut across sectors. The sector lead was a water engineer, but the project targeted health benefits. The theory of change linking the project’s infrastructure upgrades with health benefits among water consumers did not elaborate the behavior change components that may influence health outcomes. This demonstrates the need to have a more nuanced discussion around the theory of change and consult with experts in the areas where results were anticipated – in this case health.
