COVID was a major disruption, and this had a particularly negative effect on a policy and institutional reform intervention where political attention and buy-in are crucial to the success of the intervention. This is true of any major delay within MCC’s time-limited grants, but especially with an issue that monopolizes the attention of government officials, congressmen and stakeholders. Timelines for institutional change can vary greatly under the best of circumstances, and this time and resource challenge undoubtedly shaped the intervention.
