MCC should utilize comprehensive data quality review processes to determine data availability and accessibility before project implementation. Since Participatory Land Use Project-supported information systems were implemented late in the compact's period, the Millennium Challenge Account/MCC had limited ability to ensure data sharing across the various stakeholders. The evaluators faced significant challenges accessing geospatial data from project sites and other administrative sources. Information and provisions granted by national level agencies and institutions were not verifiable or permitted at sub-national agencies as they were under different jurisdictions. One way to address this would be for MCC to ensure data sharing agreements with relevant agencies and institutions are in place during the early stages of project implementation to avoid potential challenges to robust analysis. MCC should address challenges with accessing land administrative data and geospatial data needs early in project life cycle to facilitate high-quality evaluation.
