Removing constraints to land governance improves access to land rights particularly for small parcel holders. The Land Administration Reform Activity (LARP) evaluation found a difference in the types of parcels that were registered sporadically following the legal and institutional reforms. Following 2010 legal and institutional reforms, parcels in the formal land system were larger and closer to the central business district; however, after 2010 when the Land Act was adopted and the Land Administration Authority operational, registration shifted towards smaller parcels. This trend towards smaller parcels differed from systematic regularization efforts by LARP as well. Similar findings were seen in Senegal. Often an ineffective land governance system results in only those with sufficient means to gain access to land rights. Creation of an effective and accessible land governance system can be an effective tool to gain land rights access to small holders.
