Future land rights recognition projects should do more to anticipate challenges to completing all steps of land formalization that may arise post-Compact. The evaluation found that many of the intended land use property rights certificate recipients never received their documents. The Land Tenure Services Project is one of several MCC land projects which requires post-Compact action by partner governments to complete the land formalization process for some of the participating landholders. During the Compact, even more attention should be devoted to working with partner governments and other stakeholders to ensure that obstacles to beneficiaries receiving documents are avoided or addressed, and to ensure that post-Compact follow-on steps will be taken when these are necessary to complete the formalization process.
